Abstract

Zakat Capital Assistance Program (ZCAP) is a method employed to allocate zakat funds with the aim of enhancing the quality of life of the recipients. It entails providing financial aid without requiring the recipients to repay the funds. Despite the considerable advantages offered by this program, the number of applications for zakat assistance in the capital assistance category is comparatively lower than those for cash assistance. Consequently, the purpose of this research is to investigate the factors and challenges associated with the ZCAP from the perspective of both zakat officers and recipients. This study employs a qualitative approach, utilizing a structured interview tool to engage with the participants. Through interviews conducted with zakat officials and selected recipients, it was determined that attitudes, knowledge regarding financial records, and the structure of the ZCAP itself are among the influential factors that determine the success or failure of the program. The research findings indicate that the ZCAP has the potential to assist the asnaf, although there is room for improvement in order to achieve a more profound impact through this initiative. This study aims to provide valuable insights for the enhancement of the ZCAP implementation, ultimately fostering the emergence of successful Muslim entrepreneurs.

Roshaiza Taha, Faculty of Business, Economics and Social Development, Universiti Malaysia Terengganu, Terengganu, MALAYSIA

An Associate Professor, Faculty of Business, Economics, and Social Development, Universiti Malaysia Terengganu. She holds a PhD in accounting from Monash University, Australia. She has published in high-impact taxation, financial markets, and zakat journals, including the Jurnal Pengurusan, Journal of Asian Economics, and Renewable and Sustainable Energy Reviews. At the international level, she has won the Outstanding Contribution, Best in Session Award, and Outstanding Research Award from various conferences she has attended.

A senior Bachelor of Accounting Program lecturer at the Faculty of Business, Economics, and Social Development, Universiti Malaysia Terengganu. She holds an MSc in Finance from Universiti Utara Malaysia, a BSc (Hons) in Finance and Accounting from the University of Salford, Manchester, United Kingdom, and an A-level from Kolej Matrikulasi Yayasan Saad, Lembah Beringin. She has experience teaching basic accounting and finance subjects, and her research interests are financial management and Islamic finance.

Zalailah Salleh, Faculty of Business, Economics and Social Development, Universiti Malaysia Terengganu, Terengganu, MALAYSIA

A professor within the Faculty of Business, Economics, and Social Development at Universiti Malaysia Terengganu. She holds a PhD in accounting from Griffith University, Australia, and an MSc in accounting and finance from the University of Essex, UK. Her expertise spans a diverse range of disciplines in accounting and finance. Her research interests primarily revolve around accounting, ethics, governance, and sustainability.

Norsiah Ahmad, Faculty of Business and Management, Universiti Sultan Zainal Abidin, Terengganu, MALAYSIA

A professor of accounting and taxation at Universiti Sultan Zainal Abidin, Malaysia. Norsiah obtained her BSc in Accountancy from Florida State University, USA, and her MBA from Mississippi State University, USA, while her PhD is from Universiti Utara Malaysia. Her research focuses on taxation, accounting, and sustainable business development. Her works are published in many indexed journals, books, and chapters-in-book.

Riswadi Azmi, Centre for Fundamental and Continuing Education, Universiti Malaysia Terengganu, Terengganu, MALAYSIA

A senior lecturer at the Centre for Foundation and Continuing Education (PPAL) and is currently the Sultan Mahmud Islamic Centre Director at Universiti Malaysia Terengganu. He received a Bachelor of Quranic Studies from Al-Azhar University in 2003. He obtained his Master of Usuluddin in 2012 and his PhD in Islamic Studies in 2018 from Universiti Malaya. His research interests include the history and exploration of Quran manuscripts. He has toured eight countries with 21 collection sites and has viewed over 95 Quran manuscripts.

Musa Hamisu Gambo, Aminu Kano College of Islamic and Legal Studies, Kano, B.U.K Road, Kano P.O Box 6032, Kano, NIGERIA
